(Note from the Webdesigner: Unfortunately we can not use on the English webseite in the title the word "Föderalismus" as we did in on the Swiss and German site. We have to use the word "Decentralisation" although this does not make us very happy. In the German language "Föderalismus" means decentralised democracy, in a way of "cooperation" and "dialogue", while in English "New-speak" the very same word "Federal" means "centralised!" - also quite the opposite.)
